The true history Piper exposes is Angleton was going behind Kennedy's back and transferring nuclear materiel to Dimona, undermining Kennedy's power and presidency. I think Vanunu would confirm this.
If you take their word on this you're a fool. Piper exposes that Israel was fully underway in developing nuclear weapons while this was written. You don't seem to realize that the letters between Kennedy and Ben Gurion happened at the time that statement was made, maybe even after. Which means you are ignoring the whole purpose of Ben Gurion's exchange with Kennedy. That purpose was Kennedy was threatening the existence of Israel by stopping Ben Gurion from arming up.
For God's sakes David. Israel then proceeded to develop a nuclear arsenal it still hasn't honestly accounted for to this day.
