I think that the plotters behind 9/11 were a group of Americans, Israelis and Saudis, with the Saudis mostly playing their part ignorant of what was really being planned. The Jeddah consulate in S.A. was the CIA's location to hand out visas like trading cards to many of the "hijackers" (most of them Saudis).
Think of the Saudis as backup patsies if people stop believing the Al Qaeda story, like the Mob-killed-JFK theory from the HSCA in the 1970s.
