Windows 10 is on about half a billion computers now (and growing)....if, as I suspect, MS has an agreement with 'THEM' that if there were a 'national emergency' and thus 'needed' they could now with the automatic updates in Win 10 that you can NOT stop and are not even informed about, change it into a total spy program on all those computers and likely those connected nearby in certain circumstances. Even as it is now, when you push 'yes' to agree to the EULA for getting Win 10, MS can take ANY file out of your computer and inspect it in their facilities [!] if they claim it is suspected of causing some activities MS feels is dangerous to their program (and you do not even get informed of this happening!).
