I've been reading Goodpasture's testimony to the HSCA and the AARB. I don't, for a second, buy her "What, poor little old me?" act and she clearly lied about the photos, the transcripts, the reason for not mentioning the visits to the Cuban embassy (by whomever was pretending to be Oswald those days). What I can't figure out is how big a player she was. Clearly she was working closely with Phillips but how much do you think he told her? Was she in on the plot or was she duped into framing Oswald as a Castro or KGB agent for some other purpose( the anti-FPFC campaign or some other sensitive operation)? I have read that she was secretly one of William Harvey's operatives which would argue for her being in on the plot.
I've also read Phillips' testimony and was struck by the fact that he was apparently made head of Cuban operations at the MC station in mid-1963 on the recommendation of Desmond Fitzgerald. Fitzgerald, as I understand it, was one of the CIA guys that had discussed the Valkyrie plot with the Joint Chiefs of Staff in conjunction with the Castro overthrow plans. Some very interesting "coincidences" there.
As far as I can tell - there are no coincidences in this case...

Hoover knew it was all BS... so he created the evidence to support the CIA's story... the only answer to WHY he did that - for me - is he was protecting the FBI
