They'll get the one in the bottom photo first.
Why?
1. Because he is real
2. they want to catch him
3. they have put resources into doing so.
They disbanded the Get Osama task force some years ago. Quietly though.
Which can only lead me to conclude a) he does not exist and they know this b) they're no longer interested in getting Osama because even if he is alive he is more useful on the loose and they don't want to confirm his death because he is more useful alive on the loose c) they would rather use thier resources somewhere else - like securing pipelines - black operations in Pakistan etc.
They'll get the guy in the first photo after a suitable amount of time like when he has managed to do a few more murders and strike fear and panic in the community and there is an increase in the Law and Order trough to swill from.
