Saw this today, says live nukes on the tarmac for exercise on 9/11. Also says who did, and who didn't, follow the COG rules. Also says that Air Force 1 couldn't communicate with the ground...a rather striking contrast to the civilian planes used in the attacks that apparently had no such difficulty.
