I think the and and third documents refer to a much smaller reactor newer Dimona that the USA actually helped fund. But only because the size specifications precluded it being used to create weapons grade plutonium.

Mattson talks about this in his book, how Israel refused it at first, but Dr. Bergmann later agreed to its use. And it was used as a cover for the joint company ISORAD. This aided int he cover up of the U 235 shipments.

Interesting concept, however, it would have been much harder to build a nuke from plutonium then uranium, thus it would have taken israel much longer to manufacturer. Certainly, it would not have been discoved in 1966.
