I think that's the cover story. The senate gives Obama plausible deniability so he can avoid doing what he doesn't intend to do anyway, i.e., aid people instead of banks, insurance companies, and the MIC.
I couldn't help but notice that throughout the prolonged battle Senator Al Franken had to wage to take his rightfully won Senate seat, the Democrats--in Congress and the White House--were silent on the subject. They did not press for a swift and definitive outcome; they just ignored the situation. Furthermore, Harry Reid and Obama et al agreed to let Arlen "magic bullet" Spector call himself a Democrat so that he could win his reelection battle, without insisting on anything in return, for example voting for progressive legislation.
No, the Senate is doing what Obama wants them to do--blocking legislation the riff raff voters want and furthering legislation the VIP lobbiests want.
