Without mentioning any names, I'll say, "this conversation between Robert and Jack had leaked, intelligence knew it, and so did the Brigade," they knew there was some failure of nerve on Jack's part, they knew that a promise had been broken.
This was the genius of Kennedy's assassination, some of the members of Operation Tilt that concocted this mission, and plotted Castro's assassination in 1962, who engaged in this diabolical scheme tried infiltrating Cuba just a year after the Bay of Pigs. Kennedy, really tried reaching out to Fidel Castro using liaisons he secretly sent to Cuba with the possibility of having a relationship, but Fidel was communist, and in those days having a relationship with communist was worse then treason. These infiltration's would make it difficult for Kennedy to have that relationship.
