If he's a dual US/Israeli citizen, they can't deport him out of the US. They'd have to strip him of US citizenship first.
Ukraine pretty much shut WHO down there just after Baxter was found to be sending out weaponized bird flu masquerading as vaccine in Czech Republic. There were problems anyway even before the shocking discovery in Prague. WHO and Baxter are now getting revenge, although they would've done this anyway. For more on the history see:

Be aware that Baxter has a bigger presence in Eastern Europe than they let on. Their homepage doesn't list Lithuania, for example, but the Lithuanian translation bureau http://www.diskusija.lt lists Baxter as a client, even though Lithuania hasn't purchased stockpiles of the H1N1 swine flu vaccine, and if they did it would probably be from Glaxol. So what is Baxter doing there? Translating inserts for drugs no one has? Suspicious.
