Since the Telegraph report doesn't mention even once the Bush Administration driving the Iraq invasion, I have to conclude that the underlying message of the report is political in tone at a time when a General Election is due.
The Telegraph has always represented the following constituents:
The Conservative Party.
The Intelligence Agencies, MI6 and MI5, and
The UK military Establishment.
Ergo, Gordon Brown is not to be allowed another term of office.

The shadow is a moral problem that challenges the whole ego-personality, for no one can become conscious of the shadow without considerable moral effort.
