I believe it doesn't even fit the definition of eavesdropping in that law. The way to intercept pagers, I understand, is to use a computer program in conjunction with a pager. The pager usually has good manners and only intercepts messages intended for that particular user, but actually receives all mssgs on the system. Modems in a LAN work the same way. Pagers should be broadcasting on the air, radio stuff, so it's ambient radiation, not even protected by running over a cable or wire.
What these programs can do is capture all the traffic, and then you can sort in data from other pager systems. I believe these wikileaks posts are from five or so pager systems.
