I'm not sure that this is the one that Obama's handlers were talking about. I suspect all of this is to do with NATO's push into the area. The relentless eastern expansion of NATO continues. They were just the other week trying to dictate to Pakistan how to do things which ruffled some feathers in the Pakistani hierarchy. Just like the Eurovision song contest NATO is seeking to include Israel as a member too (see here for more: http://www.haaretz.com/hasen/spages/1041360.html). NATO also sees itself as having a role in the policing of the pirate boats near the Horn of Africa. God forbid that the UN should be involved in anything. Too democratic and accountable.
Going back a few years when India and Pakistan were having their little pissing contest to see had the biggest A-bomb with out warning (or permission) the US sent in a missile from a ship which traveled over both nations airspace to land in Pakistan ostensibly to eliminate an Al Qaida camp. While this was happening the local US military and diplomatic talking heads had gathered the Pakistani and Indian military honchos for a meeting just to remind them who's really in charge.
They're looking to get/impose some sort of concession from India and Pakistan. Time will tell.
