I know that if DARPA is involved in the HAARP investigation, is not entirely a "civil" research. As far as is leaked, seems oriented to early detection of missiles and planes and the possibility to interfere or burn their navigation devices.
Anyway, europeans and russians have said very litte about (they are involved in the same kind of research), and the little they said only feed more speculation.
The possibility of artificially make earthquakes is an old issue, since Nicola Tesla, widely researched during WW2. It is true that, producing waves in sincrony with an structure (buildings or bridges), is possible to create harmonic waves that, if strong enough, can cause the collapse of the structure. But as far I know, the device that create the resonancy waves have to be in contact with the object to be destroyed, by a certain time, usually long enough to be discovered and deactivated by enemy, not to mention the possibility that only part of the structure can collapse, changing the wave resonance of the remaining structure. Is far more reliable with a bomb.
To artificially make the Haiti eartquake (as suggested), in the event that "is possible" ???... to create an earthquake with waves in resonance with certain earth plateau (only one plateau, coz earthquake have to be local, not global), how HAARP can manage to focalize such waves in one place, so distant..??..Thru satellites...
..?.. How such waves was not detected..??...At least, Mexico, Cuba and Venezuela in the region have the technology and devices to detect such waves (ANY waves).
There are attempts to link this earthquake with other events, political, economical and phisical. In Spain also was an earthquake strong enough to frigthen people.
I know very little about european earth plateau, but when I see earthquake in Argentina, is very natural: West Argentina and Chile are in a big zone of subduction, the crashing of two big earth plateau: American and Pacific. This creates one of the most active earthquake zones of earth, the same that create the young andean chain mountains, a vertebral spine of all South America. If you track the localizations of Argentina's small earthquakes, all are consistent with the zone of subduction beneath the earth.
We still know little about earth cortex, and we amaze when a chain of events happens in little time. But if we search in the past, we discover that major cathatstophic events has happen in very little time thru a big activity, as the rise of the Andes mountains, for example.
Some say that earth cortex have cycles of major activities. Maybe this is just telling us that the peaceful era is coming to end...???..
