Sure, all they'd need to do is claim Iceland is violating WTO TRIPPS or something, or claim they're hosting kiddie porn, and cut off access nationally at the point where the Icelandic cables come to shore. Greenland Public Radio reported a few weeks ago that Greenland's internet might be severely hindered by melting glaciers in Iceland; the accompanying picture showed a squat little concrete bunker on the floodplain beneath the volcano, and there was some flooding already at the facility.
