This kind of 'thing' has been going on in Brazil, especially in Rio for decades. The police regularly go in and kill people - often young kids. I've been to Rio and the rich live in the center and near the famous beaches and some choice hills. The other hills are where the poor live - most have no electricty, running water or often sewers....and one wonders why they form gangs or deal drugs? That is the only job they can get, usually.
Anyway, when the police raid, they don't just go after the gangs - they have immunity and impunity to kill anyone who they 'sense' is to be eliminated....or throws a stone or gives them a dirty look or the finger, etc. Meanwhile down on Copacabana Beach the rich and glitzy work on their tans. It is the great gulf between rich and poor that makes for violence - in Brazil, in other countries and increasingly in the USA!
