That Jan, is the question isn't it.
Factionalism perhaps? Not everyone who is CIA - either directly or as an asset - would go along with the Opus Dei vision of our future. I'm sure many would resent it greatly, in fact.
But I'm only guessing.
Btw, not all DCI's accept the honour offered, I understand.
