I think the author should consider the possibility Oswald carried complex data about high altitude radar secrets on microfilm and was a high level spy given bona fides with the Soviets because of the extreme veracity of the information he provided. CIA played the Soviets like a fiddle because they were desperate to overcome their worst vulnerability in their inability to deal with the U-2 fly-overs. They gladly sucked-in the radar data.
Oswald was so valuable to them that they made sure the story on him was that he was a mentally unstable person who wasn't taken seriously and was assigned a menial job at a factory. The Russians then shoot-down the U-2.
