Hypothesis:



CIA, inspired by the contemporary Cuban Revolution, looked to get ahead of the game by supplying whatever side looked like it was going to win with rifles in order to gain favor and influence.

It turned to a new Cold War ally Italy to supply a large amount of cheap weapons. CIA resourced its already existing mafia connections in Sicilian lawyer Bagnasco and American lawyer Farnese.

"Crescent" Firearms is a thinly-veiled reference to the "Crescent City" - New Orleans. Not only a center of anti-communist politics but also the main Latin America US port. New Orleans would become the center for the infamous Banister network.

The orders and their documentation are all now under CIA control and nothing from them can be held to normal standards of accuracy.

Although the Carcanos were not sent directly to any CIA arsenal the effect of introducing this large amount of rifles into the American gunstock would have the fungible effect of freeing other rifles for export to foreign conflicts. The hold of the Carcanos in the Harborside warehouse would serve as a covert armory just in case they were needed for direct access.
