MacDowall raises the eccentric theory that Craig and Weitzman all deliberately lied about the Mauser under orders in order to suspend the investigation.

Another possibility is the Mauser was real and was planted in order to stall the evidence trail of the Carcano for purposes unknown (but probably related to covering-up a CIA operation).
