Given the deals struck with major MSM opinion shapers such as the NYT, Der Spiegel and The Guardian, and the splits, allegations and counter allegations made by core members, Wikileaks cannot be considered a totally reliable source.
However, if the leaked cables used as the source for the article are genuine, then they reveal the reailty of US policy towards Haiti.
That US policy is not benign.
It is not altruistic - desiring the best for Haitian people (who have the lowest income per head of any western hemisphere nation).
Rather US policy towards Haiti is driven entirely by the special interests of the military-multinational-intelligence-complex who care primarily about geopolitical marginalization of Venezuela and oil company profiteering at the expense of dirt poor Haitians.
Chavez's offer of cheap oil, cheap electricity and a restructured national grid reducing electricity usage, and a "Cuban commitment to bring medical coverage to all Haitian communes", was of great potential benefit to the people of Haiti. As such, the spectre of "bogeyman" Chavez was used to categorize this as a national security threat to Uncle Sam.
