Austin - speaking for myself only, I consider Peter Dale Scott's deep politics hypothesis and the Evica-Drago Mechanic-Facilitator-Sponsor model to be highly valuable in attempting to understand these types of events.
I am not aware of any direct evidence linking Arkan's Tigers with Gladio operations.
The context is of course the deliberate destablization of Yugoslavia by western interests (states, PMCs, intelligence agencies, parastatal forces). Ultimately NATO demonized Serb nationalism, and attacked Serb forces and civilians whilst turning a blind eye to ethnic atrocities committed against Serbs by Croatians, the KLA etc.
Thus, it is inherently unlikely that Arkan's Tigers were wittingly part of a NATO Gladio operation.
However, as I argue in the King Rat thread here, Mechanics may perform operations which help facilitate geopolitical change and yet have absolutely no idea who their true Sponsors are.
Breivik is almost certainly clueless as to the identity of his true Sponsors.
