Quiet and boring Belgium [trust me, I know from experience!] certainly comes up with some very 'interesting' scandals and players in things that go beyond its tiny borders... Maybe it is selected just because it seems like a place no one would look at twice....or maybe because its populace is not all so quiet and innocuous.....
