Command and Control lines are also critical here.

If a football club pays x thousand pounds/dollars to a police force to ensure law and order at a football match, it is effectively hiring yy officers at a tariff rate of £zz per officer per hour. However, the command and control of those paid for police officer resources remains with the police force.

The NYPD example suggests that Command and Control vests in the hiring organisation, such as a Wall Street money launderer.
