Protocol 13 does indeed protect everyone who lives in a country that has signed it from the death penalty. The only way that can change is for said country to leave the European Council which would of course lead to the other countries invading it to "save the union" and would later be called a "Civil War" instead of a war of northern aggression and history would later blame the war on slavery... er.... Or something like that.
Any way, it does not change the fact that you can be deprived of life if you are rioting, and an armed police officer deems it proportionate to end your life for the greater public good. And with everyone holding a camera at the riot already in a paddy wagon off to a night in the nick, noone will be able to argue against the officers decision. To back up this claim let me direct your attention once again to:
