Japan is, has been and always will be [in time spans of humans] very seismically active! It is no accident that the deepest ocean trench is just offshore of Japan. The two plates are colliding and one is subducting below the other - causing earthquakes and volcanoes. No place for nuclear plants and just about the most regularly hit place by tsunamis [a Japanese word] in the world - Indonesia probably second.
