It has occurred to me that Colonel Sabow, once he had discovered the weapons moving through El Toro Marine Base would have passed on this discovery, and his concerns, up the chain of command. As a Colonel his concerns would almost certainly have reached as high as the Chief of Staff of the Marine Corp who, at that time, was General James L Jones, Commandant of the Marine Corps and one of the Joint Chiefs. The Chairman of the Joint Chiefs was General Colin Powell who was appointed to that post by President George (Poppy) Bush. Powell owed his patronage to Bush therefore and indeed, was later made Secretary of State by President George "Dubya" Bush.

Someone had to have given the kill order, right. Some one who had the power to close the case down and consign it to Never Never Land.
