Well, bear with me, the problem I have with that is Bobby was smart enough to know that if he forced this traitor ruse to be made public the agencies that brought it would then expose themselves to public scrutiny of the covert intelligence means by which it was gotten. This would then create exposed 'edges' by which the research community would quickly discover its flaws. Even quicker, in my mind, than they discovered the flaws in the rotten Lone Nut theory.
It could be that Bobby quickly realized he was now a lone Kennedy amongst a sea of powers that murdered his brother and in order to keep from being destroyed himself and made to look crazy he decided to bide his time and rally for a move. Once JFK was gone these powers were literally most of the government. Maybe Bobby was worried he would force a complete tectonic shift towards a 7 Days In May by playing his hand too soon. Not a WWIII virus but a fascist coup one. These wolves had killed his brother. God knows what they might have done if challenged. Look what they did to Bobby.
