Albert, not "most" of the government. They were all of it. To accomplish the murder, all key resources were utlized. All the fragments were gathered and consolidated. There was nowhere for Bobby to move. Checkmate, brother.
Bobby also was well-aware of the hand he had in establishing this back-channel. Among other things he knew: If they can kill my brother with the power of the presidency, what can they do to me and my family?
I'm reminded of the quote Charles posted earlier attributed to RFK: "I used to think I know how the world works. I didn't."
