"Legal highs" have been around for a while. One of the most known, especially in the UK is Mephedrone, which gives a euphoric high not too dissimilar to MDMA - a law was rushed through parliment ruling it illegal because of huge public pressure and because kids were taking it into school and using it. I don't know if these substances are a psyop, or have come about as result of the failures of our current drug policy.
If people want to get high, and they can't get their 1st choice, they are going to get the next best thing, and sadly they end up taking these dangerous research chemicals which although are legal, nobody knows their long term effects or how they effect the body.
