That's Alfred E. Newman.
Alfred E. Neumann was featured in Verrückt, an all-but-forgotten humor magazine created by the publishers of Der Klabautermann and Die Ostwache -- no doubt appreciated by many EF regulars, and at least one of the site's owners, as being among the great laugh-filled periodicals of the early 1940s.
