Sorry, but this is way off topic from 911!...if needs further discussion, lets move to new thread.
In a number of countries voting is mandatory [with some fine around ~ US100 [average earning equivalent] - [% voting in those countries is much higher than in US - but not anywhere near 100%]; and one can vote for no one or write in yourself or in otherways make a protest vote by spoiling your ballot, etc. Those who don't vote on principle are confused and confounded with those who don't vote out of sloth....though I admit many are starting to catch on that the votes are manipulated - as are the choices!
I would only want such a system with multparty system - allowing all to run and debate - not PAC money et al; and proportional representation....... Ideally in the future, this could be done [without manipulation] by home computer or phone device.,...and get rid of most of the votes of our 'representatives'....so when there is to be a war or such, the citizens vote, not the bought-up congressional prostitutes.
Enjoy your right not to vote for tweedle dee or tweedle dumb, Charles.....:mexican: [URL="http://en.wikipedia.org/wiki/Compulsory_voting"]http://en.wikipedia.org/wiki/Compulsory_voting
