Of course people always should be upset by criminality. My point was this is exactly what the CIA and various intel groups engage in all the time. The idea was that (I believe) the US required intelligence about what their adversaries were doing and so CIA was born for that purpose. But it's mission changed and it was given the green light to engage in operations... which were of course illegal activities and had black budgets and were meant to be kept secret.
I am aware of the *stay behind* stuff and the tension concept. Gladio was a right wing terrorist op targeting the left and using false flags and patsies in service to their agenda of advancing power of the state. It pretty much destroyed the communists in Italy.
Do you have any opinion of the Gladio Part B?
