Personally, I would save that distinction for the Houses of Parliament, the US Congress and various other bank-account-filling legislatures in Europe and elsewhere in the world.

I've never read or seen any stories in mainstream media accusing those bodies of corruption, but plenty about FIFA & IOC (!!)
