Not US citizens.
Those it represents, in fact, [as you rightly point out David] pay virtually no tax and are often actually given money from the Public Treasury; while those who it says it represents [but doesn't really] pay for the maintenance of this evil, unequal, and insane/deadly system with their sweat, taxes, and often their lives. The excesses and abuses of the late part of the Roman Empire differ from present day America and those countries that emulate her only in the technology.
