The initial flight plan called for an overflight of France and Spain and a refueling stop in Lisbon. From there the plane could have flown nonstop to La Paz.
It is also clear that the plane coming from Moscow could not have crossed the Atlantic without a refueling stop.
I think it is possible that a wrong reason for the unplanned landing was given to the Air Traffic Control in Vienna.
