Pirate Bay will get a lot of takers for their browser when it arrives.
The UK internet filter is definitely a dangerous step in the control of the internet and expansion of censorship. If they were really wanting to help people worried about what is on the net they could provide individual software programmes to households for free for a fraction of the price and with no inconvenience to the IP providers and internet users. If there were any market in it an IP company could set up as providing only access to 'safe' sites. But they know there is no market (social need or want) for such a thing. So does the government. It makes no economic sense and is too heavy handed to be any thing but a grab for total control of the net. A pox on them.
