The essence of the plot was to contrive a confrontation, and use the enraged football ultras, the victims of the red arm-banded pseudo-gang members' carefully limited attacks, as the cover for the pre-planned massacre in the House of Trade Unions.
But what happened when, as was always possible, a red arm-banded pseudo-gang member became isolated and potentially at serious risk of injury or perhaps even death at the hands of the football mob?
The answer was simple - send the police to surround and protect him.
