Might it be connected to the Mitchell affair, where Plod sought to destroy the Chief Whip and undermine the government - possibly in revenge for all the bad press about Plod that has come out in recent years? And, of course, the Boys in Blue are annoyed at pay conditions and terms brought on by the financial collapse.
The shadow is a moral problem that challenges the whole ego-personality, for no one can become conscious of the shadow without considerable moral effort.
