Yates told Jones about the hitch-hiker because after having a discussion about shooting Kennedy with a sniper days before Yates had seen this bizarre man going out of his way to portray himself as a potential sniper gun and all. This put a buzz into Yates that caused him to seek out Jones and tell him about the bizarre coincidence. To say the whole story was due to Yates' mental illness is wholly dishonest and is only a cheap attempt to project Yates' FBI-caused mental disturbance back on to the witnessing.
There's two other important pieces of evidence connected to the story. The curtain rods or gun wrapped in brown paper shows evidence of pre-planning, as does the brown paper wrapper found at the post office addressed to Oswald. This is evidence of a pre-existing plan to conceal the gun for smuggling into the Depository. Next is the plan to shoot Kennedy from an office building with a high-powered rifle as said by Milteer. Since Milteer obviously heard this phrase from someone connected to the plot the hitch-hiker's use of the same concept suggests an ongoing plan that was known amongst the plotters.
