I don't know that the Soviets thought Bush and Reagan any more anti Soviet and hard line than any other US politician. Remember the Reagan/Bush presidencies were not yet a reality. Remember also arch Russophobe and anti communist Brzezinski was Carter's National Security advisor at this time and the Soviets had actually done quite well with Kissinger-Nixon detente, end of Vietnam war and the SALT treaty with Ford and future events would see Gorbachev and Reagan negotiating. It was not a fondly remembered period for USSR - US relations when Carter was in the White House. At least from the USSR perspective. It was a colder time at this time in the Cold War.
