As I re-read the paragraph, it turns on "express goal" and "precisely toward this end" in the following.
EDIT: I didn't finish my thought. Even though something like spread cheap, nearly free dollars globally does not have the "express goal" of causing economic pain and chaos, it can ultimately serve that end. Therefore, printing cheap dollars (exporting sovereign debt) is both a means to get out of a sketchy financial situation and later as a means of both imposing rents and asset stripping on foreign governments.
