I don't buy it for a second. He's Washington's man. Bought and paid for. He is making an ambit claim for the theatre audience back in France. It will be rejected. Back to business as usual. He has never done a thing for the majority of people in France and wants to dismantle hard won rights. At best a small division with in the ruling classes but nothing to worry about.
