He said he'd use an EMP weapon against Korea preemptively. The video's all over the place. It's in context and is exactly what he meant. But like a master politician, he said it in a way that left him a back door through which to crawl in order to spin his meaning in the press. And the public won't look beyond what the media tells them...

This guy is pure evil.
