What you are seeing here is the people who brought you the WMD threat subtly positioning the internet as a war theater needing their hugely disproportionate military reaction in order to control it. It's the first move against the internet in order to control the people who expose them like Wikileaks. They are acting like paranoid cornered rats seeking to exaggerate threats in order to justify their anti-democratic control. What's most scary about this is no mention of protecting people's rights.
