Yes, surely it is propaganda, but the CIA's presence along with the US military's presence in Hollywood have been well-documented in terms of first-run movies, propaganda, war-gaming and arcade entertainment/training/mental indoctrination and more, so it is truth in some sense and propaganda about the propaganda, part of the current leanings toward blatancy now infesting the Empire, the media world, and the messages about each.
