I agree David. But the Elites are totally paranoid about it. After all, deception - or at least secrecy - remains probably THE senior operating principle of all real power and the internet is seriously compromising it. I have no doubt that there is steely determination to re-assert control one way or another - for control read effective censorship. The China firewall is a crude attempt but I expect far more subtle and effective means to develop. A bit like the development of the MSM in general where ownership became more and more concentrated such that successful career paths were increasingly defined by unwritten rules requiring acceptably close adherence to the official-consensus narrative on anything and everything. ISP's may be economically forced to develop similarly.
Charging for access outside an ISP's (or group of ISP's) site(s) will be the red signal. Already it is very hard for genuinely independent sites to remain viable and BIG money interests will focus relentlessly on making it ever more difficult.
All that together with the traffic monitoring technology being progressively rolled out. Technology capable of accurately identifying those fitting pre-defined profiles.
