CAFR - Comprehensive Annual Financial Reports indicate that municipalities, counties, states, and even the Federal government are not on any verge of a budget crisis.
Government entities, like Stockton, California, are not broke. Taxpayer monies have been hoarded and used to gather investment dividends, with a double bookkeeping
