Canada has it's own sordid history of deep political activity. The Canadian government conducted it's own medical experiments, it carried out chemical warfare experiments on it's own soldiers, allowed US government to experiment with Agent Orange in Canada and by doing so exposed Canadians to this poison, and sent Canadian soldiers to Nevada to be exposed to atomic fallout. There is also Dr. Cameron who conducted his psychological experiments in Montreal. Canada, US and the other NATO countries have been joined at the hip for a long time and this is why I am no longer surprised when any new revelation about Canada's involvement in any form of deep political activity is revealed.
