Yes, indeed, I have, and now I can also upload a pdf of the white paper I wrote which was published by the International Association of Emergency Managers in March 2006 and which will show something about why I am so interested in this topic. (The pdf was created by the folks at IAEM and it has a glitch or two; someday I will get my own.) I worked as a subject matter expert and consultant on the design of a DARPA-funded, USDA-assisted "virtual tabletop drill" intended for a civilian emergency management audience through a leading designer of military-level simulations, a company started by the two software engineers responsible for the development of the TRADOC armored warfare simulators used before Desert Storm, and developers of a desktop-to-desktop 24/7/365 system used by the military to run simulations from squad/tactical level right on through to the top at grand global strategy. The five-player virtual exercise was to have taught civilian systems personnel how to respond to the outbreak of avian influenza. The project was killed by DARPA purportedly because of "financial improprieties" by the leading contractor.
